Add shortcut to image file on home screen (Android 11)

How can I add a shortcut to an image file (a screenshot) to the home screen on an Android 11 device. Google searches suggest that there should be an "Add Shortcut" option in the file manager that does this, but the default "Files" app does not include that. Has this functionality really been removed in Android 11, requiring installation of a third-party app?
